English Definition
A social-mandate multilateral development bank attached to the Council of Europe that, since 1956, has financed social housing, refugee integration, post-disaster reconstruction, and public infrastructure in its member states. What sets it apart from other development banks is that its mandate is measured by social cohesion rather than pure economic return, which means indicators such as job creation and access for disadvantaged groups enter its credit decision. In project finance the CEB typically supplies a secondary or complementary tranche within a co-financing structure alongside other DFIs, anchoring the social dimension of the overall package.
