Sermaye malı ve ekipman ithal eden projelerde bu önlemlerin varlığı, tedarik maliyetini öngörülemez biçimde artıran bir düzenleyici risktir; özellikle güneş paneli, çelik ve trafo gibi ticaret savunması soruşturmalarına konu olan kalemlerde, soruşturmanın açılması bile teslimat ve fiyat belirsizliği yaratarak proje bütçesini baskılar.
English Definition
A qualifier denoting a measure or force applied to offset or neutralize another effect; in international trade its most common use is in the 'countervailing measure' imposed to remove the unfair price advantage created by a subsidy in the exporting country. In projects importing capital goods and equipment, the existence of such measures is a regulatory risk that raises procurement cost unpredictably; on items subject to trade-defense investigations — solar modules, steel, transformers — even the opening of an inquiry creates delivery and price uncertainty that pressures the project budget.
