English Definition
A periodic review in which a development institution assesses, on an aggregate basis, the implementation performance of its project and program portfolio in a given country; unlike single-project supervision, it makes systemic and recurring bottlenecks visible at portfolio level. The review typically names common causes of delay — disbursement pace, counterpart-funding lags, procurement bottlenecks, and field capacity. At project level this is an environmental risk an individual sponsor cannot control in its own transaction, and the country performance rating the review produces can quietly govern the approval speed and conditionality burden of subsequent operations.
