A concept describing countries moving from a centrally planned to a market economy, sitting at the center of the mandate of development banks established specifically to finance that transition. The distinctive difficulty of project finance here is that, alongside commercial risk, the institutional and regulatory framework has not yet settled; when foundations such as property rights, enforceability, and the tariff regime are in motion, the lender weighs the soundness of the legal infrastructure as heavily as technical and commercial due diligence. Transition-mandate institutions find their additionality rationale in this gap, positioning as a risk-absorbing structure where commercial capital will not go alone.
