Bir çok taraflı kalkınma bankasının, kurucu belgesi uyarınca yatırım ve finansman faaliyetlerini yürütmeye yetkili olduğu ülkeleri niteleyen terimdir; bir ülkenin bu statüde olması, kurumun oraya sermaye yönlendirmesinin hukuki ön koşuludur. Bazı kurumlarda üye ülke ile faaliyet ülkesi ayrışır; sermaye koyan ama finansman almayan bağışçı üyeler ile finansmanın yöneldiği faaliyet ülkeleri farklı kümelerdir. Proje düzeyinde bu ayrımın sessiz sonucu, bir projenin coğrafi olarak faaliyet ülkesi tanımının dışında kalması halinde, ekonomik meziyeti ne olursa olsun o kurumun mandası dışında kalması ve alternatif bir finansör aranması gereğidir.
English Definition
A term for the countries in which a multilateral development bank is authorized under its founding instrument to conduct investment and financing activity; a country holding this status is the legal precondition for the institution to channel capital there. In some institutions, member country and country of operations diverge: donor members that subscribe capital but receive no financing form a different set from the countries of operations to which financing flows. The quiet consequence is that a project falling geographically outside this definition sits outside the institution's mandate whatever its economic merit, requiring an alternative financier.
