English Definition
An assessment summarizing a country's debt-repayment capacity and overall creditworthiness by combining economic, fiscal, and political indicators; it encompasses the sovereign rating but is often broader, taking in transfer and convertibility risk. In project finance its critical function is that it establishes a sovereign ceiling: a project company's credit quality cannot, in most jurisdictions, materially exceed its country's rating, because currency-transfer and state-intervention risk seeps into the project from that ceiling. The route to piercing it is usually a risk-mitigation layer such as political-risk insurance or an offshore collection structure.
