Çok taraflı bir kalkınma bankasının ya da kalkınma finansmanı kuruluşunun, belirli bir ülkedeki orta vadeli operasyonel önceliklerini, sektörel odak alanlarını ve azami risk iştahını ortaya koyan resmi çerçeve belgesidir. Genellikle üç ila beş yıllık bir ufka kalibre edilen bu belge, hangi projelerin kurum mandasına uyduğunu ve hangi karşı tarafların finanse edilebilir kabul edildiğini fiilen belirler; dolayısıyla bir geliştirici için ülke stratejisinin yayımlanma takvimi, tek tek proje kredibilitesinden daha erken bir sinyal taşır. Uygulamada, stratejide adı geçmeyen bir alt sektör, kredi komitesinde çok daha ağır bir additionality savunması gerektirir.
English Definition
The formal framework document in which a multilateral development bank or development finance institution sets out its medium-term operational priorities, sectoral focus and maximum risk appetite for a given country. Usually calibrated to a three-to-five-year horizon, it effectively determines which projects fall within the institution's mandate and which counterparties are deemed bankable, so for a developer the publication cycle of a country strategy signals more, and earlier, than the merits of any single project. In practice a sub-sector absent from the strategy demands a far heavier additionality case before the credit committee.
