English Definition
A temporary document an insurer or broker issues to confirm that cover is in force before the actual policy is drawn up, providing the insured bridging protection while the full policy terms are not yet finalized. In project finance the document serves a critical timing function, since lenders often impose that construction insurance be in force as a condition precedent to first drawdown, and where issuing the actual policy takes weeks the cover note keeps closing from slipping. Yet experienced lenders watch the note's duration and the conditions for its conversion into a definitive policy, because a cover note with vague terms is closer to a statement of intent than to real security.
