Bir borçlunun belirli tutarda ve koşulda finansman talebini kredi verene resmen ilettiği başvurudur; kişisel ve KOBİ kredilerinde standart bir forma indirgenirken, proje finansmanında fiilen bilgi memorandumu ile finansal modelin kendisine dönüşür. SPV'nin işletme geçmişi bulunmadığından başvurunun ağırlığı bilanço yerine sözleşmeler üzerine biner — satın alma anlaşması, EPC kontratı, offtake ve izin paketi. Bu nedenle başvurunun gücü, borçlunun mevcut varlıklarından çok gelecekteki nakit akışını güvenceye alan sözleşmesel mimarinin sağlamlığıyla ölçülür.
English Definition
The formal request by which a borrower submits a financing need of a stated amount and terms to a lender; reduced to a standard form in consumer and SME lending, it becomes, in project finance, the information memorandum and the financial model themselves. Because the SPV has no operating history, the weight of the application shifts from the balance sheet onto contracts — the offtake agreement, the EPC contract, permits and the supply package. The strength of the application is therefore measured less by existing assets than by the robustness of the contractual architecture that secures future cash flow.
