Kredi dosyalarının eksiksizliğini, güncelliğini ve düzenleyici gerekliliklere uygunluğunu gözeten, tipik olarak arka ofis ya da kredi operasyonları biriminde konumlanan görevlidir. Rolün özü kredi kararı vermek değil, kararın dayanağını oluşturan belgelerin fiilen mevcut ve geçerli olmasını güvence altına almaktır. Proje finansmanında bu sorumluluk özellikle ön koşulların (condition precedent) izlenmesinde kritik hâle gelir; her bir belgenin teslim edilip edilmediğini takip eden checklist disiplini, kullandırım öncesi hukuk müşavirinin verdiği teyit görüşünün de temelini oluşturur ve eksik bir imza dahi kapanışı geciktirebilir.
English Definition
The officer, typically placed in the back office or credit operations, who oversees the completeness, currency, and regulatory compliance of credit files. The essence of the role is not to make the credit decision but to ensure that the documents underpinning it are in fact present and valid. In project finance this responsibility becomes critical in tracking conditions precedent; the checklist discipline of monitoring whether each document has been delivered underpins the confirmation opinion counsel issues before drawdown, and even a missing signature can delay closing.
