Bir kredi kuruluşunda, kredi dosyalarının eksiksizliğinden, teminat belgelerinin güncelliğinden ve kredi kararına dayanak oluşturan evrakın düzeninden sorumlu olan görevlidir. Bu rol yüzeyde idari görünse de, proje finansmanında fiilî önemi büyüktür; zira çekiş (drawdown) koşullarının sağlanıp sağlanmadığı, çoğu zaman dosyadaki koşul-öncüllerin (conditions precedent) fiziksel olarak tamamlanmış olmasına bağlıdır ve eksik bir teminat tesisi belgesi ya da güncellenmemiş bir sigorta poliçesi, kredi onaylı olsa dahi ödemeyi bloke edebilir. Dosya disiplini, bu nedenle temerrüt öncesi erken uyarı işlevi de taşır.
English Definition
An officer in a lending institution responsible for the completeness of credit files, the currency of collateral documentation, and the orderly assembly of the paperwork underpinning a credit decision. Though administrative on the surface, in project financing the role carries real weight, because whether drawdown conditions are met often turns on whether the conditions precedent in the file are physically complete; a missing security-registration document or a lapsed insurance policy can block disbursement even where the credit itself is approved. File discipline thus doubles as an early-warning function ahead of default.
