The condition in which an economy's current-account foreign-exchange outflows exceed its inflows, placing it in a net-borrowing position toward the rest of the world; the deficit must be financed by inflows through the capital and financial account. Reliance on short-term, volatile portfolio flows amplifies sudden-stop risk and the currency shock that accompanies it. In project financing this configuration signals an environment where foreign exchange becomes harder to source and transfer restriction more probable, prompting lenders to tighten debt-service reserves and offshore account structures.
