Bir ekonominin dış dünyayla gerçekleştirdiği cari işlemlerin — mal, hizmet, birincil ve ikincil gelir — net bakiyesini, yani dış âleme karşı cari nitelikli net alacak ya da borç konumunu ifade eder; iç dengeden (üretim-istihdam ilişkisi) ayrı, dış hesaba odaklanan bir kavramdır. Kalıcı negatif dış denge, döviz üretme kapasitesindeki yapısal zaafın göstergesidir. Proje finansmanında bu ölçüt, geliri döviz üretmeyen fakat borcunu döviz cinsinden servis eden projelerde ülke düzeyindeki transfer riskinin arka planını oluşturur ve kredi verenin offshore hesap talebini gerekçelendirir.
English Definition
The net balance of an economy's current transactions with the rest of the world — goods, services, primary and secondary income — that is, its net current-account creditor or debtor position toward abroad, a concept focused on the external account as distinct from internal balance in the output-employment sense. A persistently negative external balance signals a structural weakness in the capacity to generate foreign exchange. In project financing this measure forms the backdrop of country-level transfer risk for projects that service hard-currency debt without generating foreign exchange, and it justifies the lender's demand for an offshore account.
