English Definition
The tariff schedule in force by which a country levies customs duties on imported goods at a given date, graduated by product group, whose distribution of rates across raw materials, intermediates and finished goods determines the direction of the protective structure. The effective rate of protection often differs from the nominal rate. In project financing this structure is a direct cost item, since the customs burden on the imported-equipment component of large infrastructure affects the EPC budget and hence total project cost; in many jurisdictions the customs exemption granted to strategic investments is negotiated precisely to relieve that burden.
