İthalatçı ya da ihracatçının, gümrük müşavirini kendi adına beyan vermeye, vergi ödemeye ve gümrük işlemlerini yürütmeye yetkilendiren hukuki belgedir; vekaletin kapsamı, müşavirin hangi işlemleri bağlayıcı biçimde yapabileceğini ve sorumluluğun nerede durduğunu belirler. Özel amaçlı proje şirketinin (SPV) çok sayıda ekipman ithal ettiği yapılarda vekaletnamenin kapsamının doğru sınırlanması, hem yetki boşluğundan doğacak gecikmeyi hem de müşavirin aşırı yetkiyle şirketi bağlaması riskini yönetir; ayrıca finansman kapanışında bu belge, yetkili imza zincirinin gümrük tarafındaki halkası olarak belge listesinde yer alır.
English Definition
The legal instrument by which an importer or exporter authorizes its customs broker to file declarations, pay duties and conduct customs formalities in its name, its scope defining which acts the broker can bind and where liability stops. Where a special-purpose vehicle imports numerous equipment packages, properly bounding the power of attorney manages both the delay from an authority gap and the risk of the broker binding the company with excessive authority; at financial close the instrument also appears on the document list as the customs-side link in the signing-authority chain.
