Kamu maliyesinde bir açığın konjonktürel mi yoksa yapısal mı olduğunun ayrıştırılması, borçlanma sürdürülebilirliği değerlendirmesinin temelinde durur; zira döngüsel açık büyümeyle kapanırken yapısal açık kalıcı bir düzeltme gerektirir. The portion of a public budget whose revenue and expenditure items move automatically with the phase of the economic cycle, isolated from the structural component so that the two can be tracked separately. Distinguishing a cyclical deficit from a structural one sits at the core of any debt-sustainability assessment, since the former closes as growth recovers while the latter demands durable correction. Where an infrastructure project relies on public payments, the host government's cyclical budget position directly shapes the counterparty risk attaching to availability or guarantee obligations.
