Bir hesaptan fon çıkışı doğuran her türlü bankacılık ya da muhasebe işlemidir; havale, otomatik ödeme talimatı, masraf kesintisi ya da kredi geri ödemesi gibi bakiyeyi azaltan hareketleri kapsar. Proje finansmanında borç işlemlerinin yetkilendirilmesi, nakit kontrol rejiminin kalbidir; kim, hangi eşiğe kadar, hangi onay zinciriyle bir borç işlemi başlatabilir soruları hesap rehin sözleşmesinde tanımlanır. Temerrüt sonrası devreye giren blokaj mekanizması (account block), proje şirketinin borç işlemi başlatma yetkisini askıya alarak kontrolü kredi verene taşır ve bu, yaptırımın en doğrudan operasyonel tezahürüdür.
English Definition
Any banking or accounting operation that produces an outflow from an account, covering transfers, standing-order payments, charge deductions, or loan repayments — any movement that reduces the balance. In project finance the authorisation of debit operations is the heart of the cash-control regime; who may initiate one, up to what threshold, and through which approval chain are defined in the account pledge agreement. The account-block mechanism that engages after default suspends the project company's power to initiate debit operations and shifts control to the lender — the most direct operational expression of enforcement.
