Alacaklının, borçlunun yükümlülüğünün bir kısmından veya tamamından gönüllü olarak vazgeçmesidir; alacağın defter değeri düşürülür ve borçlu bu tutarı çoğu yargı bölgesinde vergiye tabi gelir olarak kaydetmek zorunda kalabilir. Egemen borçta af, ödeme kapasitesinin gerçekçi biçimde tükendiği durumlarda alacaklının nominal ısrarını sürdürmesinin anlamsız hale gelmesiyle gündeme gelir. Proje düzeyinde ise af nadiren tam bağıştır; genellikle sponsorun ek özkaynak koyması, teminatın güçlendirilmesi veya gelecekteki değer artışından pay verilmesi gibi bir karşılıkla eşleştirilir.
English Definition
The voluntary relinquishment by a creditor of part or all of a borrower's obligation; the claim's book value is written down and, in most jurisdictions, the borrower may have to record the forgiven amount as taxable income. In sovereign debt, forgiveness surfaces where capacity to pay is realistically exhausted and insisting on the nominal claim serves no purpose. At the project level, forgiveness is rarely an outright gift; it is usually paired with a quid pro quo such as fresh sponsor equity, strengthened security, or a share of future upside.
