Bir borçlunun toplam borç stokunu kalıcı olarak düşürmeye yönelik yürüttüğü işlemler bütünüdür; geri alım (buyback), erken itfa, borç takası ve alacaklı feragatiyle silme bu araç kümesindendir. Egemen düzeyde bu operasyonlar çoğu zaman borcun ikincil piyasada iskontolu işlem gördüğü koşullarda anlam kazanır; borçlu, nominal değerin altında geri alarak defter borcunu piyasa fiyatıyla kapatır. Proje ve kurumsal düzeyde ise borç azaltımı serbest nakit akışıyla fonlandığında değer yaratsa da, likidite tamponunu inceltmesi nedeniyle çoğu zaman büyüme yatırımıyla arasında bir tahsis dengesi gerektirir.
English Definition
The set of operations a borrower undertakes to reduce its total debt stock durably; buybacks, early redemption, debt swaps, and write-off through creditor waiver belong to this toolkit. At the sovereign level these operations gain meaning where the debt trades at a discount in the secondary market, letting the borrower retire book debt at the market price by repurchasing below par. At the project and corporate level, debt reduction can create value when funded from free cash flow, yet because it thins the liquidity buffer it usually requires a trade-off in allocation against growth investment.
