Proje finansmanında servis gecikmeleri çoğu zaman önce borç servis rezerv hesabından karşılanır; rezervin tükenmesi ve gecikmenin doğrudan borçlunun kasasına düşmesi, kredinin sorunlu statüye geçişini işaret eder. Egemen düzeyde ise çok taraflı kuruluşlara karşı biriken servis gecikmeleri özel bir ağırlık taşır; bu kuruluşların tercih edilen alacaklı (preferred creditor) statüsü nedeniyle onlara gecikmeye düşmek, ülkenin uluslararası finansmana erişimini fiilen kilitleyen bir eşiktir.
English Definition
The accumulated total of principal and interest service amounts that have fallen due but remain unpaid; it is the most directly observable sign of a cash-flow squeeze at a project or a sovereign. In project finance, service arrears are usually met first from the debt-service reserve account; exhaustion of the reserve, with the arrears falling directly on the borrower's till, signals the loan's move into problem status. At the sovereign level, arrears accumulating toward multilateral institutions carry special weight, since their preferred-creditor status makes falling into arrears to them a threshold that effectively locks the country out of international financing.
