Bir ülkenin ya da borçlunun belirli dönemde ödediği toplam borç servisinin, o dönemdeki gelirine — egemen düzeyde mal ve hizmet ihracat kazancına, hanehalkı düzeyinde harcanabilir gelire — oranıdır. Proje düzeyindeki borç servisi karşılama oranıyla karıştırılmamalıdır; bu gösterge nakdin yükümlülüğü kaç kat karşıladığını değil, gelirin ne kadarının borç ödemesine gittiğini ölçer. Egemen risk analizindeki değeri, döviz cinsinden borcu bulunan bir ülkenin ihracat gelirinin borç servisini karşılama kapasitesini göstermesidir; yükselen oran, dış finansmana bağımlı projelerde transfer ve konvertibilite riskinin fiyatlanmasını sertleştiren erken bir göstergedir.
English Definition
The ratio of the total debt service a country or borrower pays in a given period to its income in that period — at the sovereign level, export earnings on goods and services; at the household level, disposable income. It should not be confused with the project-level debt service coverage ratio, since this indicator measures not how many times cash covers the obligation but what share of income goes to debt repayment. Its value in sovereign risk analysis is that it shows the capacity of a country's export earnings to cover its foreign-currency debt service, and a rising ratio is an early signal that hardens the pricing of transfer and convertibility risk on projects dependent on external funding.
