Bir projenin teknik tasarımını, maliyet tahminini, uygulama takvimini, finansman planını ve fizibilitesini tek bir belgede toplayan, yatırım kararının ve kredi değerlendirmesinin dayanağını oluşturan kapsamlı dokümandır (DPR). Proje finansmanında rolü biçimsel değildir; kredi verenlerin bağımsız teknik danışmanı incelemesini bu belge üzerinden yürütür ve DPR'deki maliyet ile takvim varsayımları doğrudan çekim programına ve borç servisi profiline aktarılır. Uygulamada en sık görülen sürtünme, DPR'nin geliştirici iyimserliğiyle hazırlanması ve bağımsız incelemenin contingency (beklenmedik gider) payını yükseltmesidir; bu düzeltme çoğu zaman gereken özkaynağı artırır.
English Definition
A comprehensive document consolidating a project's technical design, cost estimate, implementation schedule, financing plan and feasibility into a single reference (DPR), forming the basis of both the investment decision and the credit appraisal. Its role in project finance is not formal, since the lenders' independent technical advisor conducts its review through this document, and the cost and schedule assumptions in the DPR feed directly into the drawdown schedule and debt service profile. The most common friction in practice is that the DPR is prepared with developer optimism and the independent review raises the contingency allowance, an adjustment that frequently increases the equity required.
