English Definition
A dedicated, non-shared fixed telephone line connecting a subscriber directly to the telecommunications exchange; it is a traditional metric for measuring network density and penetration and the basic unit of per-line revenue calculations. In financing telecom infrastructure projects the number of active lines and average revenue per line (ARPU) are core variables in the revenue projection and therefore in debt-service capacity. Indeed, in markets where fixed-line counts are in structural decline owing to mobile and broadband substitution, revenue models resting on line count alone are treated cautiously by lenders, since this structural erosion directly affects the tenor risk of long-dated infrastructure debt.
