Proje finansmanında bu hesap, her çekiş talebinin (drawdown) bağımsız mühendis onayı, inşaat ilerleme sertifikası ve kullanım şartlarının (conditions precedent) sağlanmasına bağlandığı denetim noktasıdır; fonlar doğrudan sponsora değil, hak edişe konu ödemelere aktarılır. English Definition
A controlled bank account through which loan drawdowns or project expenditures are run, channeling drawn funds to approved cost items. In project financing this account is the control point where each drawdown request is conditioned on the independent engineer's certification, a construction progress certificate, and satisfaction of the conditions precedent; funds flow not directly to the sponsor but to payments underlying an approved milestone. This structure lets the lender prevent capital from straying from its purpose; indeed, the tightness of the drawdown mechanics is the principal control limiting cash leakage during construction, and it serves as an early warning that triggers an additional equity call in the event of a cost overrun.
