English Definition
The institutional structure that performs the central-banking function of the United States — setting monetary policy, supervising the banking system and operating payment infrastructure — composed of twelve regional reserve banks and a board of governors in Washington. By setting the policy rate it directly affects the cost of dollar-denominated borrowing. In dollar-based project finance its rate decisions are not distant macro news but a variable embedded in the contract: because the reference rate on floating-rate loans reflects that policy, tightening cycles erode the debt-service coverage ratio (DSCR), and the interest-hedging requirement in most structures exists precisely to contain that sensitivity.
