English Definition
The obligations of a government, public authority, or entity with respect to prudent management of public finances, including revenue collection, budget execution, debt management, and transparent financial reporting. Fiscal responsibilities may be codified in fiscal responsibility laws that establish binding targets for deficits, debt, and expenditure growth. In the context of decentralised governance, fiscal responsibilities define the allocation of taxing and spending powers between central and subnational governments.
