Hukumetler veya isverenler tarafindan dayatilan zorunlu emeklilik katkilari, sosyal guvenlik kesintileri veya tuketimi fiilen azaltarak tasarrufuartiran enflasyona bagli mekanizmalar gibi zorunlu tasarruf araclaridir. Zorunlu tasarruflar fonlari uzun vadeli yatirim ve sermaye olusumuna yonlendirerek makroekonomik hedeflere hizmet eder. Kavram, gonullu tasarruf oranlarinin gerekli altyapi yatirimini finanse etmek icin yetersiz kalabilecegi kalkinma ekonomisinde merkezi oneme sahiptir.
English Definition
Compulsory saving mechanisms imposed by governments or employers, such as mandatory pension contributions, provident fund deductions, or inflation-induced reductions in consumption that effectively increase savings. Forced savings serve macroeconomic objectives by channelling funds into long-term investment and capital formation. The concept is central to development economics where voluntary savings rates may be insufficient to finance required infrastructure investment.
