English Definition
A public-sector body a country establishes to attract inbound direct investment, guide investors and, in many jurisdictions, screen investment approvals. Investment incentives, land allocation and one-stop-shop permitting typically run through it. In cross-border project finance the agency's role cuts both ways: it strengthens feasibility by granting incentives and guarantees, yet it constrains sponsor freedom by imposing conditions such as local content, profit-repatriation limits and strategic-sector consent. Unpredictability in the agency's approval calendar is among the quiet variables that set the financial close date.
