English Definition
The cancellation of all or part of a country's outstanding external debt obligations by creditor nations or international institutions, typically extended to heavily indebted poor countries unable to service their debts sustainably. Debt forgiveness programmes such as HIPC and MDRI aim to restore debt sustainability and redirect resources toward poverty reduction and development. The terms and conditions of forgiveness are negotiated within frameworks established by the Paris Club and multilateral creditors.
