English Definition
A fresh issue is a new offering of securities by a company that creates additional shares or debt instruments not previously in circulation. Unlike a secondary offering where existing shareholders sell their holdings, a fresh issue raises new capital for the issuing entity. The proceeds from fresh issues are typically used to fund expansion, reduce existing debt, or finance acquisitions, and the issuance dilutes the ownership stake of existing shareholders.
