Full cost recovery is a financial management principle requiring that the revenue generated by a service or project covers all associated costs, including direct expenses, overhead allocations, depreciation, and the cost of capital. In public utilities and infrastructure, full cost recovery pricing ensures that tariffs are set at levels sufficient to maintain, operate, and eventually replace the assets without reliance on subsidies. Development finance institutions often require full cost recovery as a condition for project lending.
