İşlevsel piyasa ekonomisi, köklü mülkiyet hakları, uygulanabilir sözleşmeler, rekabetçi piyasalar, fiyat serbestisi ve etkin düzenleme ve kurumsal çerçevelerle nitelenen bir ekonomik sistemdir. Kavram, AB katılım müzakerelerinde aday ülkelerin piyasa güçlerinin kaynakları etkin bir şekilde tahsis edebildiğini ve özel sektörün hukuki kesinlik ile makroekonomik istikrar koşullarında faaliyet gösterdiğini kanıtlaması gereken temel bir kriterdir. Devletin, piyasa sonuçlarına aşırı müdahale etmeden istikrarlı bir politika ortamı sağlamasını ima eder.
English Definition
A functioning market economy is an economic system characterised by well-established property rights, enforceable contracts, competitive markets, price liberalisation, and effective regulatory and institutional frameworks. The concept is a key criterion in EU accession negotiations, where candidate countries must demonstrate that market forces can effectively allocate resources and that the private sector operates under conditions of legal certainty and macroeconomic stability. It implies that the state provides a stable policy environment without excessive intervention in market outcomes.
