English Definition
The fiscal position of the entire public sector, including central, state, and local governments as well as social security funds, measured as the difference between total government revenues and total government expenditures over a given period. A positive balance indicates a fiscal surplus, while a negative balance represents a deficit. This indicator is closely monitored by credit rating agencies, international financial institutions, and bond investors as a key measure of sovereign fiscal sustainability.
