English Definition
The process by which government entities acquire goods, works, and services from the private sector, governed by public procurement laws and regulations designed to ensure transparency, competition, value for money, and equal treatment of bidders. Government procurement represents a substantial share of GDP in most economies and is subject to international agreements such as the WTO Government Procurement Agreement. In development finance, adherence to approved procurement guidelines is a fundamental condition for the use of loan and grant proceeds, with international competitive bidding as the default procurement method for large contracts.
