English Definition
The institutions through which a state formulates policy, exercises legal authority, and administers public resources, and — in project terms — the counterparty whose conduct most often determines whether a long-dated financing performs. Its relevance is rarely the political label but the concrete instruments it controls: the concession or licence, the tariff-setting authority, the permitting apparatus, and any sovereign guarantee underwriting revenue. Because these obligations span administrations, the durability of a government commitment is tested less by the promise on the page than by the legal insulation — step-in rights, arbitration, change-in-law protection — built around it.
