English Definition
The participant in an auction or competitive bidding process who submits the most favourable price or offer for an asset, contract, or concession. In public procurement and privatisation, the award to the highest bidder ensures maximum value for the seller, subject to qualification criteria. In project finance, concession agreements and government tenders may be awarded to the highest bidder meeting technical and financial pre-qualification requirements.
