English Definition
A utility service providing heated water continuously to residential, commercial, and industrial users through a central production and distribution network; in district-heating systems it typically shares the same network as space heating. Because its revenue model rests on a regulated tariff, the cash flow of such a project depends largely on whether the tariff formula passes fuel cost through to the end user. Lenders locate the dominant risk here not in demand fluctuation but in regulatory risk, since holding the tariff below cost under political pressure can quietly erode the debt-service capacity of an otherwise sound facility.
