Avans sistemi kapsamında ayrılan ve belirli türde harcamalar için hazır tutulan sabit tutarlı nakit havuzunun kendisidir; sistemin işleyişi değil, o işleyişe konu olan fondur. Kalkınma bankası finansmanında bu fon çoğu zaman ayrı bir özel/tahsis edilmiş hesapta (designated account) tutulur ve yalnızca uygun proje harcamaları için kullanılır. Fonun büyüklüğü kritik bir dengeleme sorunudur; fazla büyük tutulursa atıl kredi maliyeti doğurur ve denetim riskini artırır, fazla küçük tutulursa sık yenileme talebiyle nakit akışını kesintiye uğratır.
English Definition
The fixed sum of cash itself, set aside under an imprest system and kept ready for a defined class of expenditures — the fund the system operates on, not the operation. In development-bank financing this fund is usually held in a separate designated account and used only for eligible project expenditures. Its size is a critical balancing problem; set too large, it incurs the carrying cost of idle credit and raises audit exposure, while set too small it interrupts cash flow through frequent replenishment requests.
