English Definition
Capital outlay directed not at acquiring a physical asset but at building intangible resources such as knowledge, development work, permits, and organizational capacity. Much of the spend in the early development phase of a project — feasibility, engineering design, permitting, interconnection deposits, and legal structuring — is of exactly this character and accumulates the value that makes the project financeable even though it produces no visible asset yet. The accounting treatment is critical: the line between development cost that may be capitalized and expenditure taken directly to the income statement shapes the pre-close balance sheet and the size of the development premium the sponsor can recover.
