Ortak hedef, kaynak havuzu ve yönetişim altında yürütülen birbiriyle ilişkili projeler kümesidir; tekil proje yönetiminden farkı, değerin projeler arası koordinasyondan ve ölçek ekonomisinden üretilmesidir. Sermaye-yoğun sektörlerde bir programın finansmanı çoğu zaman tek tek proje kredilerinin toplamından farklı yapılandırılır; portföy düzeyinde bir çerçeve kredi, çapraz teminat ve ortak rezerv hesabı, bireysel projelerin ayrı ayrı finanse edilmesine kıyasla sermaye maliyetini düşürebilir ama aynı zamanda projeler arası temerrüt bulaşması (cross-default) riskini kurar. English Definition
A set of interrelated projects run under a shared objective, resource pool, and governance, distinguished from single-project management in that value is generated through cross-project coordination and economies of scale. In capital-intensive sectors a programme is often financed differently from the sum of individual project loans; a portfolio-level framework facility, cross-collateralization, and a common reserve account can lower the cost of capital relative to financing each project separately, yet they also establish cross-default contagion across projects. The real test of a programme's architecture is whether a delay on one project locks the drawdowns of the others.
