An institutional center that provides technical assistance, training and coordination to help accounting and audit infrastructure in transition and emerging economies converge toward internationally accepted standards. Its relevance to project finance is direct, because the credit committees of international financial institutions typically insist that a borrower's statements be produced under comparable international standards rather than local practice. The gap between local reporting and the format a lender expects therefore often becomes a quiet source of friction that lengthens the closing timetable more than the interest margin negotiation ever does.
