Kalkınma finansmanı kuruluşlarınca finanse edilen projelerde uluslararası uzman ile yerel uzman karması çoğu zaman sözleşmeyle şart koşulur; buna karşılık bu kalem, generalist okurun gözden kaçırdığı bir maliyet dinamiği taşır, zira uluslararası uzmanın günlük ücreti, seyahat ve konaklama giderleriyle birlikte proje danışmanlık bütçesinin belirgin bir bölümünü tüketir ve bilgi aktarımı yeterince kurgulanmazsa proje kapandıktan sonra kurumsal hafızayı da beraberinde götürür.
English Definition
A consultant brought in from outside the host country to supply technical, legal or financial expertise to a project or institution. In projects funded by development finance institutions, a prescribed mix of international and local experts is frequently a contractual condition. This line item, however, carries a cost dynamic a generalist tends to overlook, because the international expert's day rate, together with travel and accommodation, consumes a marked share of the advisory budget, and where knowledge transfer is poorly structured the institutional memory leaves with the expert once the project closes.
