English Definition
The process of mediating a job seeker's employment by directing them into a suitable position, applied across a spectrum from internal transfer to external labor-market services and post-layoff support programs. Though it appears a purely administrative function, its weight in large infrastructure projects is often contractual. In projects financed by a development bank or awarded through public tender, local-employment and local-content commitments turn a defined share of local placement into a binding condition; failure to meet those targets is a risk that can be priced as a breach of grant or concession terms.
