English Definition

The retraining of workers who have lost their jobs or whose skill set has become obsolete so they can move into a new function or sector, one of the principal tools for softening the social cost of structural labor shifts. Beyond a mere human-resources program, in large projects it is frequently a negotiated obligation. Where a facility is closed or converted, retraining funds become a bargaining matter across unions, regulators, and development finance institutions; within a just-transition frame these commitments can be structured as a condition tied to the release of financing and hold a distinct line in the project's total cost picture.
