English Definition
One of the flexibility mechanisms of the Kyoto Protocol, allowing a developed country to earn emission reduction units by financing an emission-reduction project in another developed country, so that abatement takes place in the lowest-cost geography. It differs from the Clean Development Mechanism in that both the host and the investing country are Annex I parties with an emissions cap. The backbone of the mechanism is the additionality test: the project must prove it would not have happened without the carbon revenue, and where that threshold is not met the validity of the credits generated, and hence the project's carbon revenue stream, comes into serious question.
