English Definition
The submission of a single bid to a tender by two or more enterprises acting together, usually under a consortium. In large infrastructure and EPC procurements it lets the parties combine technical qualification, balance-sheet strength and track record; liability toward the awarding authority is typically joint and several, while scope and risk are allocated internally through the consortium agreement. Because that joint-and-several requirement forces the stronger member to stand behind the weaker one's performance, the intra-consortium security architecture becomes decisive.
