Yerel rekabetçi teklif toplama, borçlu ülkedeki bir sözleşme için tekliflerin yalnızca yerli müteahhitler, tedarikçiler veya hizmet sağlayıcılardan talep edildiği tedarik sürecidir. Bu yöntem tahmini sözleşme değerinin uluslararası rekabetçi teklif eşiğinin altında olduğu veya rekabetçi fiyatlandırmayı sağlamak için yeterli yerel rekabetin bulunduğu durumlarda uygundur. Süreç ilan, teklif hazırlığı, değerlendirme ve ihale dahil yerleşik kamu tedarik prosedürlerini takip eder ancak yerel piyasa katılımcılarıyla sınırlıdır.
English Definition
Local competitive tendering is a procurement process in which tenders are solicited exclusively from domestic contractors, suppliers, or service providers for a contract within the borrower's country. This method is appropriate when the estimated contract value is below the threshold for international competitive tendering or when sufficient local competition exists to ensure competitive pricing. The process follows established public procurement procedures including advertisement, bid preparation, evaluation, and award, while being limited to local market participants.
