Uygulamada en düşük teklifin ihaleyi kazanması nadiren doğrudan gerçekleşir; zira en düşük fiyat çoğu zaman en düşük maliyet değildir, eksik kapsam, iyimser varsayım ya da agresif değişiklik-talebi (claim) stratejisini gizleyebilir. Götürü bedelli EPC ihalelerinde en düşük teklifi verenin projeyi almasının klasik riski, kazananın laneti olarak bilinen dinamiktir: yüklenici marjı fazla inceyse, inşaat sırasında ya kaliteden ödün verir ya da sözleşme boşluklarından claim üreterek kaybını telafi etmeye çalışır, ve bu maliyet nihayetinde sponsora döner.
English Definition
The tenderer offering the lowest price in a bidding process. In practice the lowest bid rarely wins outright, because the lowest price is often not the lowest cost — it may conceal missing scope, optimistic assumptions, or an aggressive claims strategy. In lump-sum EPC tenders the classic risk of awarding to the lowest bidder is the dynamic known as the winner's curse: if the contractor's margin is too thin, it will during construction either compromise on quality or generate claims from gaps in the contract to recover its loss, and that cost ultimately returns to the sponsor.
