English Definition
The inspection of a passenger's luggage by customs and security authorities at a border crossing for smuggling, undeclared goods, or prohibited substances. Its contact with project finance is indirect, running through transport-infrastructure concessions: in an airport or border-post concession the capacity and throughput of the customs inspection line bear directly on both the passenger experience and the revenue drawn from commercial space. The operator's investment in technology that shortens inspection time is often a point where the public authority's sovereign function intersects with the private operator's efficiency target, and where the boundary of responsibility must be drawn in the contract.
