Bir tesisin tasarım, tedarik ve inşaatının tümünün, tek bir yükleniciye, önceden sabitlenmiş toplu bir bedel karşılığında ve işverene anahtar-teslim çalışır hâlde devredilmek üzere verildiği sözleşme modelini ifade eder (LSTK). Bu modelin proje finansmanındaki ağırlığı, tek noktadan sorumluluk ile sabit bedelin birleşmesinden gelir: işveren, arayüz riskini ve maliyet aşımı riskini büyük ölçüde yükleniciye devrettiği için, kredi verenler açısından en bankable inşaat yapısı olarak kabul edilir. English Definition
A contract model in which the entire design, procurement, and construction of a facility is entrusted to a single contractor for a fixed aggregate price, to be handed to the employer ready to operate on a turnkey basis (LSTK). Its weight in project finance comes from the union of single-point responsibility with a fixed price: because the employer transfers interface risk and cost-overrun risk largely to the contractor, it is regarded as the most bankable construction structure from the lenders' standpoint. In return, to the extent the contractor assumes that integrated risk it adds an uncertainty premium to its bid, so the LSTK is a risk transfer that pays for predictability through an upfront price increase.
